Section 25A of the original Act. Later the following section 25kh. has been added:-

“25kh. Not to be kept without responsibility: (1) Except in the following cases, no employee can be kept for a period of more than one month without being given official responsibility:-
(a) On long leave,
(b) on suspension, or
(c) If he has to be retained in his position due to assignment elsewhere.
(2) According to sub-section (1), if an employee is retained without being assigned official responsibility, departmental action will be taken against the official who is responsible for assigning responsibility to the employee.
